It’s an issue that almost every one of our last seven Prime Ministers has promised and failed to solve. Burnham had a stab at it himself when he served under Gordon Brown. And also failed. Now he has the majority to push through legislation, a couple of years before an election.
Burnham wants a national care service with better pay for staff, and he warned that paying for it will involve "difficult decisions".
The prime minister also wants cross-party consensus, but the Conservatives say any tax hikes are a red line.
