"The extra stability this time doesn't surprise me, because Trump has had four years to get ready for this," Mr. Mulvaney said. "There was a bunch of people in that first Cabinet that he didn't really have a relationship with, and that's different now."
Mr. Mulvaney, who served as acting chief of staff during the first Trump administration, said the president "doesn’t like firing people."
"Despite his personality and that 'Apprentice' you're fired show, it's just not fun to fire people, and a lot of times it falls to the chief of staff to do it," he said.
