Anderson was involved in two murders besides being the prime suspect in Tupac's shooting. However, as Robert Ladd explained, prosecution was halted due to a lack of sufficient evidence. The DA was aware that prosecuting Anderson, who was in the spotlight due to the Tupac case, needed stronger proof. Furthermore, presenting witnesses to testify was a challenge, given their lack of credibility. This issue was common in gang cases, making them hard to prove. Ladd also shed light on Anderson's criminal background, which expanded to selling drugs, and how lack of resources within the force was not proficient enough to pursue such a major drug dealer.
