From 2002 to 2008, FBI Agent Scott Payne worked on the Texas-Mexico border targeting the Zetas and Gulf Cartels. As a case agent and SWAT tactical instructor, Payne coordinated with Mexican military and law enforcement, navigating a dangerous landscape rife with kidnappings, torture, and extortion. He revealed how the FBI often brokered ransom deals, negotiating multi-thousand-dollar payments and traded vehicles to secure hostages’ release. Payne described brutal cartel enforcement tactics, including kidnappings involving beatings, electrocution, and burns. Notoriously, cartels have inflicted extreme violence on traitors. After the arrest of Gulf Cartel leader Osiel Cardenas, violent power struggles escalated across border territories, worsening the conflict.
