Speaking after meeting with Ukrainian Prime Minister Denys Shmyhal, Borrell said the plan could generate around 3-Bbillion euros a year. Shmyhal welcomed the proposal, but called it only a first step, saying that Europe needed to make Russia pay a 'heavy price.'
