That's a critical issue on the minds of German Chancellor Friedrich Merz and French President Emmanuel Macron as they co-host a summit on Europe's digital sovereignty here in Berlin today. Their goal is to make the continent 'digitally independent', to lower the risk of cyber attacks, and to boost the homegrown tech instustry.
