Legislators struck a provisional agreement on EU terms for implementing the pact on Wednesday, voting to add “safeguards” in case the US breaches rules down the line. Trump had lashed out at the EU over delays to the deal, giving Europe an ultimatum earlier this month: Cut tariffs by July or face higher duties.
