New details released in officer-involved shooting

IDAHO FALLS – A man shot multiple times by Bonneville County Sheriff Deputies and Idaho Falls police was “very uncooperative” during a traffic stop, according to Sheriff Paul Wilde.

Wilde held a news conference Tuesday afternoon and announced new details regarding the shooting of 31-year-old Ricky Mosley.

Mosley remains in ICU at Eastern Idaho Regional Medical Center after he was shot during a traffic stop early Monday morning.

According to Wilde, deputies were dispatched to a domestic disturbance call on the 1600 block of East 49th North around 1:00 a.m. A child contacted a neighbor who found Mosley’s pregnant wife crying outside the home.

Deputies say Mosley had struck her in the head and face multiple times and punched her in the stomach. He also allegedly broke the rear side passenger window of a vehicle with his head.

Mosley left the home and was stopped by a Bonneville County deputy in the parking lot of Exxon on Yellowstone and North Woodruff around 1:20 a.m.

“During the stop Ricky Mosley was very uncooperative,” Wilde said. “A deputy moved to the side to attempt the use of a non-lethal taser device. As the deputy was attempting deployment, the actions of Mosley led to other officers on the scene to fire their weapons.”

Wilde said the deputies performed first aid until an ambulance arrived.

The Bonneville deputies involved in the shooting include Nick Contreras, Austin Flegal, and Chris Rix. Idaho Falls police officers on scene include Bart Whiting and Dan Godfrey. All have been placed on paid administrative leave.

Wilde would not say how many shots were fired or if Mosley was armed or if any weapons were found inside his truck.

Investigators from law enforcement agencies in Rexburg, Pocatello, Madison, Jefferson, Bingham, and Power counties and the Idaho State Police are investigating the shooting. A full report is expected within the coming weeks.
