Tapp was released from prison last Wednesday after spending the past 20 years behind bars.
Tapp was convicted in 1997 of raping and murdering 18-year-old Angie Dodge at her Idaho Falls apartment. He confessed to Idaho Falls Police detectives that he had committed the crime but serious questions were raised over the years that the confession was coerced or false. Numerous DNA samples left at the crime scene do not match Tapp’s.
Tapp entered into an agreement with Bonneville County prosecutor Daniel Clark last week that stipulated the first-degree murder charge would remain on Tapp’s record, but the rape charge would be dismissed. Tapp was resentenced to serve 20 years for the murder but received credit for time served. Tapp gave up all rights to appeal, and the case is essentially over.
