The city of Minneapolis is threatening legal action and has already issued $5,000 in fines to the owner, Hamoudi Sabri, who remains defiant. Minneapolis Health Commissioner Damon Chaplin cited drug paraphernalia, human waste, and other filth as reasons for the designation.
Sabri has said he will continue to allow the unhoused population to stay on the property, and the city plans to clean the site at his expense.
