The institutional memory, inter-agency trust, and hard-won expertise built after September 11th are being dismantled at precisely the moment they are needed most. Intelligence sharing partnerships with allies in Europe and the Middle East depend on trust and professional credibility. When experienced American officials are replaced by loyalists with thin resumes, those allies pull back and share less. The core lesson of 9/11 was simple: when we fail to connect the dots, Americans die.
