Ryan called Tuesday for a "pause" in accepting any refugees from Syria until verification programs can be strengthened. "We cannot let terrorists take advantage of our compassion," Ryan said. "This is a moment where it's better to be safe than to be sorry." Governors in 27 states -- all but one with Republican governors -- have said they will not allow Syrian refugees to be resettled in their states, although it is unclear whether they have the legal authority to deny them entry.
