Harris, 29, has been charged with two counts of second-degree murder in the deaths of siblings Makiah Jackson, 3, and Michaelangelo Jackson, 6. They were hit by the car Harris was driving as they rode their scooters on the sidewalk in the 5200 block of Nottingham on June 24.
