When a teenage girl escaped her California home, officers discovered she’d left behind a "house of horrors.” In all, thirteen siblings were starved, physically abused, and chained up by their parents, David and Louise Turpin. But the nightmare didn't end with their rescue. Some of the minor children ended up in an abusive foster home. Now, Riverside County and the private agency ChildNet have agreed to a more than $13 million settlement with the victims. Chris Stewart is On the Case.
