Trump serves as permanent chairman with the power to invite or exclude member nations, veto any resolution, set agendas, and break ties. A permanent seat costs $1 billion. The executive board includes Jared Kushner and Steve Witkoff, both of whom have significant private real estate interests in Gaza, the very region the board was originally supposed to help rebuild. No major Western ally has joined. The membership roster reads like a who's who of authoritarian governments: Belarus, Hungary, Azerbaijan, Cambodia, and Saudi Arabia, among others. Brian and Shant walk through the legal problems: the Appropriations Clause bars redirecting congressionally designated funds, the body functions like an unratified treaty requiring Senate approval, and Trump holding a "chairman for life" position while serving as president creates a structural conflict of interest. The board ran into cash flow problems by April, just four months after its founding, because several countries that pledged contributions never paid. Its charter doesn't even mention Gaza. Brian predicts it has a very short shelf life.
