Police described the 29-year-old as "belligerent and uncooperative." Veteran Lawrence, Massachusetts Police Chief Captain Michael Mangan is under federal investigation for alleged excessive force during Amusat's intake. In the video, Mangan suddenly thrusts his arm across Amusat's neck, taking him to the ground, before other officers handcuff and escort him to a holding cell. While some experts say the technique is "widely accepted," others call it egregious use of force.
