50:22Now PlayingNewburyport, Massachusetts — On September 17, 2013, a woman using an ATM at the Tannery Marketplace reported seeing a man watching her while performing a lewd act inside a rust-colored pickup truck.
The woman’s description of the man, his clothing, the vehicle, his use of chewing tobacco and part of the license plate led investigators to one of their own: Newburyport Police Sergeant Stephen Chaisson.
In this recorded internal interrogation, a Newburyport police captain advises Chaisson of his rights and confronts him with the evidence. Chaisson repeatedly denies being the man in the truck. He offers his wife as an alibi, volunteers his phone records and agrees to take a polygraph examination. He also attempts to explain why he changed the license plates on his truck shortly after learning about the complaint.
Chaisson would later fail the polygraph and change his account. According to investigative records, he apologized for lying and acknowledged being inside the truck with his pants open, saying he had been “playing with himself.”
Despite that admission, Chaisson was never criminally charged. He was allowed to resign from the department in 2013 for what was publicly described as “personal reasons.” The circumstances surrounding his departure remained hidden for more than two years until WCVB successfully fought for the release of the records.
Following his resignation, Chaisson obtained a sensitive state position as a director in Massachusetts’ Medical Use of Marijuana Program. He later left that position after the circumstances surrounding his police resignation became public.
