Controversy over HF 2083 centered around language that uses state budget reserve funds to pay down the education shift. The bill's author, Sen. Gen Olson, R-Minnetrista, and others argued that there is enough money in the state budget reserve to be used responsibly for a partial payback. DFL opponents maintain it is irresponsible and is a bad use of budget reserve funds.
