17:28Now PlayingSenate Tax Chair Rod Skoe, DFL-Clearbrook, unveiled the Senate DFL tax plan Tuesday, April 23, by describing it as a solution to balancing the state's budget while funding the DFL priorities for the coming biennium.
Under the DFL plan, the income tax rates are raised to 9.4 percent for married filers with taxable income at $140,960 or single filers with taxable income at $79,730. The sales tax is expanded to services and clothing, but the overall rate is reduced to about 5.7 percent.
The bill also would raise cigarette taxes and impose a 13 percent tax on sports memorabilia. The measure also provides more aid to local governments with the aim to provide property tax relief. Furthermore, the bill ends the automatic inflation trigger on business property taxes.
To aid Mayo Clinic's expansion, the bill offers incentives for the City of Rochester to develop its infrastructure. Other businesses, including 3M, gain business expansion tax breaks.
