Senator Carla Nelson, R-Rochester, introduced SF2, a bill that prevents a governor from using peacetime emergency authority to impose restrictions on school schedules, activities and closures. The effort is a rebuke of the emergency authority Governor Walz has used to manage public schools amid the COVID-19 pandemic.
Citing declining student health and poorer learning outcomes, Nelson argued that a one-size-fits-all model is not an appropriate approach for handling public education statewide. “Senate File 2 is about who best can make the decision about how and when to safely open school,” she said.
The measure was passed by the committee on a party-line vote and has been referred to the E-12 Education Committee.
