10:10Now PlayingA bill to ease the shortage of substitute teachers was among four education-related bills passed by the Senate Monday, March 22. Senator Gene Dornink, R-Hayfield, is the author of SF 819, which would create a three-year pilot program to enable a broader swath of professionals to qualify as substitute teachers. The proposed program would extend the teaching standards currently in use for substitute teachers in career and technical education to teachers in all content areas.
Opponents of the measure expressed concerns that the background check requirement is insufficient and could endanger students. Senator Mary Kunesh, DFL-New Brighton, offered an amendment that would require more robust background checks and licensing of substitute teachers by the Professional Educator Licensing and Standards Board (PELSB). The amendment failed.
Proponents of the measure argued that school districts need greater flexibility, particularly in rural areas, to find qualified professionals to stand in when regular teachers are unavailable.
