10:38Now PlayingCapitol watchers know that the end of a budget-year legislative session is punctuated with back-and-forth offers between House and Senate leaders, as they attempt to reach a global budget agreement. The initial volley of negotiations was announced to the press by Senate Majority Leader Paul Gazelka in an afternoon press conference Tuesday, May 4.
Leader Gazelka said the key priorities for the session are “getting a budget done that doesn’t raise taxes” and helping the state recover from the COVID-19 pandemic. The GOP-led Senate is calling for an end to Governor Walz’s executive powers on masking, restrictions on businesses, public gathering places, schools and youth sports and implementation of an eviction moratorium off-ramp. The Senate position also seeks to remove any penalties against businesses who violated the Governor’s executive orders during the pandemic.
The Senate is seeking enactment of several provisions which recently passed the Senate: requiring voter ID, implementing provisional ballots, and licensing abortion facilities. The Senate Republicans also seek a two year delay on the implementation of California’s clean car emission standards.
