Senator Andrew Mathews, R-Princeton, has proposed the Consumer Choice of Fuel Act, a measure that would rescind the California standards and prevent future rulemaking that would limit a consumer's fuel choice. He joins Capitol Report moderator Shannon Loehrke to explain why some agency rules should require legislative approval.
