At a conference in Shanghai in 2001, the presidents of Russia, China, the Kyrgyz Republic, Kazakhstan, Tajikistan, and Uzbekistan founded the Shanghai Cooperation Organization (SCO). New Delhi has had rocky relations with China and Pakistan, both members of the SCO alliance. This has made India more cautious in its approach to the SCO, notably in areas such as joint military drills, where crucial intelligence material is generally exchanged, which creates worries for India given its tense military ties with both China and Pakistan.
