The top govt official explained what is the need for these amendments.
Citing a shortage of cutting-edge officers at the central level, Apoorva Chandra says IAS officers are needed at both state and central level...and must be able to shuffle between the two levels depending on necessity.
On the letters from Chief Ministers raising doubts on the amendments, Chandra said the comments will be received, a lot of noise being created, even when the rules are in a draft stage, let's wait for the final rule.
The top bureaucrat in the govt said that the need for officers in the government of India is also equally important for a federal structure, just to say the state has worked is not correct.
"In a federal structure, this works both ways, the federal structure requires posting in both," he added.
