However, it is claimed that the ceasefire was delayed by the Russian troops. The evacuation was scheduled to start at 11 Am GMT. However, reports suggest that the Russian troops continued the shelling and delayed the evacuation process. Authorities were hoping to evacuate around 2 lakh people from the cities and deliver food and medicine to places that have been cut off from access.
