Kremlin spokesman Dmitry Peskov said Russia will expand its "security" or buffer zone if attacks on Russian territory continue.
Moscow argues that greater military pressure from NATO and the West will not produce peace, but instead prolong the conflict.
Peskov warned that any NATO forces operating Ukrainian air defenses or enforcing a no-fly zone would mean NATO military personnel are operating inside Ukraine, something Russia has long opposed.
The Kremlin also acknowledged that the United States continues supplying weapons to Ukraine, including Patriot systems, while maintaining that Washington still has a role to play in future peace efforts.
The remarks come as tensions remain high following the NATO Summit and renewed debate over long-term security guarantees for Ukraine.
