Wharton School professor Zeke Hernandez says despite some limitations for visa holders, the program creates jobs for Americans and helps grow the economy. Lincoln Project senior adviser Stuart Stevens says the hard cap of 85,000 H-1B visas per year should be “doubled or tripled” and the program is a “win-win.” The cap has not been raised in two decades.
