Siblings Antonio and Maribel Espaillat, who were arrested on June 12, are accused of illegally modifying the building’s structure, overloading the roof with heavy equipment, and pressing ahead with the April 8 event despite visible signs the venue was in imminent danger. Investigators say the tragedy could have been avoided entirely had the owners followed basic construction and public safety laws.
