2:05Now PlayingNewly released surveillance video shows a former U.S. Army soldier accused of setting off fireworks, starting a fire, and firing a pellet gun outside Manhattan's 26 Federal Plaza before being subdued by security officers. Prosecutors allege Andrew Arrabaca, 43, planned the attack for months and targeted the federal building, which houses offices for ICE, the FBI, and other agencies. Three people sustained minor injuries, and Arrabaca now faces federal arson charges after being ordered held without bail.
