Rep. Adam Smith, the Washington Democrat who is the ranking member of the House Armed Services Committee, was among senior lawmakers briefed Thursday on the military’s Sept. 2 destruction of an alleged drug boat in the Caribbean. Smith takes issue with remarks by Sen. Tom Cotton, R-Ark., that a second strike that killed two survivors was justified because the pair was prepared to “continue on their mission.” Says Smith: “They were simply sitting on the boat trying to survive.”
