He's the CEO and chief investment officer of Tuttle Capital Management, a U.S.-based thematic exchange-traded fund firm. Together, they examine the financial and legal aspects of UAP disclosure, an angle rarely explored in mainstream coverage of the phenomenon.
Tuttle recently launched UFOD, one of the first U.S. listed ETFs explicitly built around the UAP disclosure thesis. The fund is anchored in what he calls the "secret gap," the long-standing disparity between classified government technology and what the public has been allowed to know while aerospace contractors, quantum computing firms, drone manufacturers and alternative energy companies are positioned to benefit if suppressed technologies are ever released. Coulthart and Tuttle dig into the legal implications of continuous disclosure obligations for publicly listed defense contractors, the extraordinary admission by Lockheed Martin CEO James Taiclet that the company possesses technology he described as "magical and game-changing."
They also explore why the Department of War has now failed seven consecutive annual financial audits, leaving $1.8 trillion in assets unaccounted for. They also tackle the question of whether a formal UAP disclosure would trigger the market shock economists have warned about, or whether the world is already more prepared than most assume.
