Trump claims tariffs will create new jobs and trillions in revenue. Is that grounded in fact?

President Trump has defended tariffs as a way to raise revenue for the government; a way to encourage more domestic manufacturing; and a bargaining chip to induce other countries to lower their own trade barriers. While Trump insists these tariffs are paid by foreign companies, most of the cost is borne by businesses and individuals in the United States.

Canada and China have already retaliated with tariffs of their own on U.S. exports, and Mexico has vowed to do the same in the coming days. Many exporters suffered from the trade wars during Trump's first term in the White House — especially farmers and manufacturers.
