Under the original practice, lands controlled by the federal government would be sold off for revenue or devolved to the control of newly created states, who would then sell off the land to raise funds, as well as foster economic and population growth. Utah’s Speaker of the House Greg Hughes said the federal control of western lands is straggling the growth of the nation. Hughes said it is a power play by eastern interests to hold back the ascendancy of the West. Republican presidential candidate Sen. Marco Rubio (R.-Fla.) told an audience in Merrimack, New Hampshire that he was opposed federal control of so much land and he would make it a priority of his administration.
