He talks about California and explains that it is a leader in technology, media and agriculture. Even though the state has these things it faces an uncertain future due to financial issues and large unemployment, more than 10%, which is high by US standards. The governor of California needs at least 2 thirds of the majority of the legislation to get anything meaningful done. California has great difficulty in reforming itself due to the governmental system.
He goes on to talk about Europe saying that even though Europe has a single currency it doesn't have a financing and fiscal regime that's common to all the countries that use the euro because of lack of central power.
He finishes by outlining how the G20 currently works and explains his idea for a more efficient and effective annual G20 meeting.
