That's a record, says long time Ottawa resident Brian Lilley.
The river normally thaws out at least once in a while during the season, rendering it unsafe for skating -- but not this year.
"I was promised global warming!" Lilley jokes, before going on to talk about the climate change bigwig accused of sexual harassment.
