Wearing spy glasses with a built in camera, Menzies takes you on a tour of a typical reserve store, where cigarettes are easily available, smoking is permitted and free samples are even offered. And yes, minors are some of its biggest customers.
These cigarettes are often made on the reserves, which means the government loses an estimated $1.1B to $2B in annual taxes. 150 organized crime gangs are deeply involved in this business, according to the RCMP.
