Nearly four years after her death, the Waller County jail still faces some of the same issues. On January 25, a 34-year-old African American man, Evan Parker, was found hanging from his cell.
Parker was taken to a local hospital and died two days later after suffering injuries from the hanging. He was on suicide watch at the time of his death and was supposed to be checked on every half-hour. Inspectors found jailers looked in on him roughly every 74 minutes.
