6:51Now PlayingPittsburgh authorities filed assault charges against a Pennsylvania man, whom they initially declined to arrest, after he was caught on video forcibly restraining a 13-year-old child in a park.
The young man and a friend were sitting in an abandoned truck that had been in the neighborhood park for years when Thomas D'Andrea showed up on the scene.
D'Andrea saw youths leaving the truck and assumed they were trying to rob it. He tried to call the police on the teen twice but they never came, so D'Andrea decided to take matters in his own hands and attempted to restrain the teen.
