These foam-filled butt-pillows are called "Karemats" (Pronounced "Kara-mats" - literally "siting pad") in Ukrainian or ПЯТИТОЧЕЧНАЯ ТАКТИЧЕСКАЯ СИДАШКА "TACTICAL SITTING MAT" in Russian.
They are used because it is often cold in Russia and Ukraine and these pads help prevent hypothermia when sitting on the ground. They are also used as cushions when riding on top of armored vehicles. Many Soviet era armored vehicles are not well protected against mines, and sitting on a cold and wet vehicle hull is not comfortable.
