It was recently announced that 1000 American TOW missiles were being sent to Ukraine. This presents a problem for Russia because the TOW is wire-guided and really has no countermeasure. You can't jam the missile or dazzle the laser because the missile is optically guided.
Some people think it's possible to shoot machine guns at the launch crew - and that is theoretically possible, but I have yet to read one instance of that being successful.
The best evidence of wire-guided missile performance comes from Egypt during the 1973 Yom Kippur war where Egypt destroyed over 800 Israeli tanks and Israel had no countermeasure.
Realistically, the best countermeasure against the TOW missile is for Russia to leave Ukraine.
