The Flying Tigers were a group of American mercenaries who where hired by China to fly American aircraft against the Japanese in 1940.

This would not be a logical avenue for NATO to approach with Ukraine for several reasons:

#1. Mercenaries are offered no prisoner of war protection under the Geneva Convention.

#2. Modern Aircraft are far more complex than they were in the 1940's

#3. There is a massive civilian pilot shortage, so money would not be a motivating factor.

It would be better to train Ukrainian pilots on western jets.
