as posted by the channelBack in 1998, the mayor of a Boucherville, Quebec, used a Canadian National Railway diesel locomotive to provide power for his community during power outage after an ice storm.
Diesel locomotives are really just large generators, providing propulsion through electricity as opposed to a straight mechanical connection.
While this might be a great idea on a small scale, it is not practical for the entire country of Ukraine, especially since roughly 45% of Ukraine's rail network is electrified. Diesel engines are busy transporting freight on de-electrified sections, and few can be spared to act as generators.
