Russia likes big mortars and they don't operate 60mm man-portable mortars. This isn't even something that is in the inventory. However, it might be possible that in Russia's efforts to ramp up production of weapons and munitions, they sourced weapons and munitions from foreign partners. It is possible that in Afghanistan's quest for hard currency, they sold some of their Chinese-manufactured mortars and rounds to Russia.
