#1. Both the US and Russia have a vested interest in detecting any nuclear detonation and have spent a lot of money on detection systems.
#2. Any nuclear fallout would have been detected by now.
#3. There are really only five reasons to use a nuclear weapon:
1. Establish a breakthrough.
2. Defend a breakthrough.
3. Destroy an underground bunker / facility.
4. Destroy a naval task force.
5. Destroy an amphibious landing group or fording site.
Go through all of these scenarios before believing that a nuclear weapon was used.
