Jul 13, 20122:06Now PlayingWith significant input from Colorado's aerospace community, Senator Bennet introduced legislation to give the Administration the ability to put nonsensitive satellites under commercial regulations instead of trafficking and arms regulations. Under current law, the Administration does not have authority to determine the appropriate export controls for satellites and space-related items even if they have civilian applications and are available commercially abroad. As a result, non-sensitive commercial satellites are subject to the same export regulations governing defense-related materials. This puts U.S. manufacturers at a competitive disadvantage in the global market against foreign competitors not subject to these regulations. The House of Representatives also recently passed legislation that would enable the President to regulate satellites and related items under commercial regulations.
