She criticized President Trump for his failed leadership throughout the crisis and made clear the country cannot safely reopen without rapidly expanding testing nationwide, without far more personal protective equipment, and without guidance for states, tribes, employers, schools and communities about how to keep to keep people safe while returning to some semblance of normal.
