Vladimir Putin says Russia may provide military assistance to rebels in disputed parts of Ukraine after legislators gave the president permission to use armed forces abroad.

It comes just hours after Putin recognised the independence of Russian-backed rebel regions in eastern Ukraine.

NATO Secretary-General Jens Stoltenberg has accused Russia of planning for a full-scale attack on its neighbour, but Putin insists he will attempt to find a diplomatic solution first.
