His comments come after it emerged Lucy Letby is unlikely to appear at her sentencing for the murder of seven babies and the attempted murders of six more.
Although judges can order individuals to appear in court, it is up to the prison service to implement that order.
Shadow justice minister Ellie Reeves said it was right that convicts are compelled to appear in court to hear victim statements.
