4:12Now PlayingGovernment minister Mark Spencer has called on junior doctors to end their strike action due to fears around patient safety.
Their union, the British Medical Association (BMA), has insisted that strikes are safe as Christmas Day cover is being provided, but NHS Devon has declared OPEL 4 - the highest level of escalation - warning it might redirect non-critically ill people to emergency departments nearby due to low staffing.
Asked about the strike action, Mr Spencer told Sky News: "I think it's time for them to come off the picket lines and get back to work."
